Knowledge Transfer among the Smart City Model Projects

Smart City Coordination and Transfer at National Level (KTS)

Through the Smart City model projects, the Federal Ministry for Housing, Urban Development and Building supports municipalities across Germany in developing and implementing integrated, community-oriented Smart City approaches. Since 2021, the Coordination and Transfer Office has been responsible for professional support, evaluation, and knowledge transfer within the projects and into municipal practice.
As part of the Coordination and Transfer Office, Creative Climate Cities coordinates the strategic knowledge transfer between more than 70 model projects. As co-lead, we steer the content work of seven thematic working groups and development partnerships, design co-creation processes, and—together with our consortium partners Deutsches Institut für Urbanistik, Fraunhofer IAO, Fraunhofer IESE, Kompetenzzentrum Wasser Berlin und Urban Catalyst—develop structured formats that strengthen exchange and enable the development of effective Smart City solutions.
A core element of the knowledge transfer is the national Smart City Congresses. These events bring together model projects to share knowledge, refine solutions, and collaboratively shape livable cities and regions. As central platforms for exchange and networking, they connect municipal stakeholders and create space for collaboration on equal footing. Creative Climate Cities is responsible for the conceptual design and curation of the congress programs, ensuring that relevant topics, diverse perspectives, and strong voices come together. The congresses are implemented in close cooperation with the DLR Project Management Agency, which oversees event logistics.
Beyond coordinating the working groups and curating the congresses, we also lead the content development of the working group on Urban Digital Twins. This is where a practical, collaborative, and impact-oriented knowledge transfer emerges—highlighting synergies and strengthening sustainable digital urban development.
